The 2013 POAC Founders Lifetime Achievement Award was presented to Dr. Garry Timco. Garry received his Bachelor of Science (Physics, First Class Honours), at the Brock University in St. Catharines, Ontario, Canada in 1973; Master of Science (Geophysics) in 1974 and Doctor of Philosophy (Geophysics) in 1977 from the University of Western Ontario, London, Ontario, Canada. Following that, he was hired by the National Research Council of Canada in 1977, where he advanced his career and has been a Principal Research Officer since 2006. Garry has worked on ice-related problems for over thirty-five years. He is internationally recognized for his contributions to numerous areas of ice engineering including the properties of sea ice, ice forces on offshore platforms, physical modelling of ice engineering issues, ships in ice, seabed gouging by ice features, Canadian and international standards for platforms and vessels in ice-covered waters, and emergency evacuation from platforms surrounded by ice. Dr. Timco has written several keynote papers addressing several different aspects related to cold regions technology including a recent review of the engineering properties of sea ice. He has chaired several Committees and Working Groups in these areas, and has edited an IAHR State-of-the-Art Review on Ice Forces. In addition to his work at the NRC, he was an Adjunct Professor of Ocean Engineering at Memorial University of Newfoundland for over 20 years. He also was the Editor-in-Chief of the Elsevier journal Cold Regions Science and Technology for six years.

Garry's involvement with the Port and Ocean Engineering Conference began in Trondheim in 1979 where he presented a paper .The Mechanical and Morphological Properties of Doped Ice: A Search for a Better Structurally Simulated Ice for Model Test Basins.. Anyone involved with model testing with ice is familiar with Garry.s pioneering research in this area. Variations of his carbamide (urea) and EG/AD/S model ice have been in use in most ice tanks around the world. Garry has attended all but two of the POAC conferences since 1979 and presented at least one paper at each including a keynote lecture on the history of the POAC conference in 2005. He has been a Member of multiple POAC Technical program committees, organizing and reviewing many papers, promoted the POAC conferences to others, and ensured a high attendance of NRC employees at this conference. He was the President for the POAC 2001 Conference held in Ottawa, Canada and was POAC Secretary General since between 2001 and 2013. During his position as POAC Secretary General he designed and maintained the POAC general website (www.poac.com) and initiated digitizing of all POAC proceedings and posting them on the POAC website.
